Our office hours are Monday through Friday from 8:30 AM to 5:00 PM.  We are closed daily from 12:30 PM to 1:30 PM for lunch.



City Manager

The City of Garden City operates under the council-manager form of government.  A mayor and six-member city council is elected to serve as the legislative or policy making body of the city.  The city council appoints a professional city manager with executive and administrative abilities to serve as the chief administrative officer of the city government managing the city's daily operations.  The city manager appoints the heads of all departments of the city, except the city attorney, with the approval of the city council.  He prepares and administers the city's annual budget, administers personnel and labor relations, and provides oversight for the city's economic development, purchasing, and public relations activities.  The city manager also prepares policy recommendations for, and provides administrative support to, the city council.  He manages nine city departments and serves as the city's official ambassador to the community and other government units.

City Manager Darwin McClaryCity manager Darwin D. P. McClary joined the Garden City executive management team on September 13, 2010, as interim city manager.  The city council unanimously appointed Mr. McClary to the permanent position on April 11, 2011.  Mr. McClary possesses a B.A. degree in Human Services with a concentration in Public Administration and a Master of Public Administration degree.  He comes to the city with more than 20 years of experience in Michigan municipal management with particular expertise in personnel administration, labor relations and contract administration, budgeting and finance, community and economic development and redevelopment, community planning and zoning, grants procurement and administration, intergovernmental collaboration, and public relations.  He believes strongly in collaborative leadership.  Mr. McClary is a proud member of several professional organizations, including the International City/County Management Association, the Michigan Local Government Management Association, and the Michigan Public Employer Labor Relations Association.  In his spare time, he enjoys hiking, biking, camping, swimming, tennis, genealogy research, and, especially, spending time with his son, Shane.  Please remember to visit the city manager's blog often to read his latest thoughts on a variety of topics affecting the city.

04/30/2011 - City Hall will be closed to the public on Tuesday, May 3, 2011, due to the school board and city millage elections. 

04/19/2011 - City Manager Darwin McClary is pleased to announce that he is available to meet with citizens by appointment after regular business hours on Thursdays between 5:00 PM and 6:30PM.  You can schedule an appointment by contacting Administrative Assistant Margo Ciecierski at 793-1660 or by sending an E-Mail Request.

04/13/2011 - City Council unanimously appointed Darwin McClary as permanent City Manager on April 11, 2011.  McClary had been serving as Interim City Manager since September 13, 2010.  You can view the City Manager's Employment Agreement here.
