SPECIAL COUNCIL MEETING  MINUTES

November 13, 2007

The Mayor and Council of the City of  Garden City met in Special Session on November 13, 2007, at 6:00 p.m. in the Council Chambers of the Civic Center, 6000 Middlebelt, Garden City, Michigan.

SPECIAL MEETING @ 6:30 P.M.

The Oath of Office ceremony was held.  Treasurer/City Clerk Bettis proceeded to swear in James Plakas as Mayor, Michael Todd as Mayor Pro-Tem, and Randy Walker, James Kerwin and Joanne Dodge  as Councilmembers.  The Regular Meeting then convened.

Present were Mayor Plakas, Councilmember Todd, Walker, Wasczenski, Gora, Kerwin and Dodge.  Also present were City Manager Harvey, Treasurer/City Clerk Bettis, Community Development Director Zelenak, DDA Executive Director Schatz, DPS Director Barnes, DPS Supervisor Morton, Fire Chief Forbush, Human Resources Director Lodge, Parks & Recreation Director McKarge, Police Chief Scott and Deputy Police Chief Muery.

RESOLVED: To adopt the Depository and Signatory Resolution:

RESOLUTIONS REGARDING DESIGNATION OF

DEPOSITORIES AND SIGNATORIES

CITY OF GARDEN CITY

COUNTY OF WAYNE, STATE OF MICHIGAN

BE IT RESOLVED that Charter One, Citizens Bank, Citizens First, Comerica, Fidelity Bank (formerly Community Bank Dearborn), Crestwood Credit Union, Fifth Third, Flagstar Bank, Franklin Bank, JPMorgan, LaSalle, Multi Bank Securities and Smith Barney  are hereby designated depositories of the City of Garden City, and that funds deposited therein may be withdrawn upon checks or other instruments of the City of Garden City; and

BE IT FURTHER RESOLVED that all checks, drafts, notes or orders drawn against said funds shall be signed by the Treasurer/City Clerk or Deputy Treasurer, and countersigned by the Mayor or Mayor Pro-Tem, and

BE IT FURTHER RESOLVED THAT THE Clerk shall certify to said banks the names of present officers of the City and shall thereafter, as changes in the personnel of said offices are made, immediately certify to said banks a complete list of officers who are authorized to act in accordance with this resolution, which banks shall be fully protected in relying upon such certification and shall be indemnified for any claims, expenses or loss resulting from the honoring of the signature of any office so certified, or refusing to honor a signature not so certified, and that this resolution shall remain in force until written notice to the contrary shall have been received by said banks, and the receipt of such notice shall not affect any action taken by said banks prior thereto.

The following are the titles and names of the present Treasurer/City Clerk, Deputy Treasurer, Mayor and Mayor Pro-Tem authorized by the aforementioned resolution:
